Not sure about Vista since I never bothered with it on a mass scale. Not since XP (and maybe Vista) has this been done for this very reason. This means that potentially somebody who has an older Dell machine with an OEM XP or Vista licence could use it for a cheap (albeit illegal) upgrade. using a built in Dell Volume Licence key.
